                      Capital Sewer Projects                                      .

EPA Administrative Order
  • Submitted combination manhole & monitoring plan to EPA
  • Manhole monitoring and investigation programs are being conducted.
  • Report outlining previous efforts to identify and remove private inflow has been submitted.
  • CMOM Program Self Assessment checklist has been completed and Action Plan is being drafted.
  • Phase I core area dye testing has started.
  • On-going inflow investigations at the Court House project area etc.
Phase 2 Sewer System Rehabilitation and Improvements
  • Smoke testing and Televising in Subsystem G – 12,000 lineal feet
  • Dye tested 81 sites where roof leaders discharged into ground, identified BOH building as positive.
  • Dye water flooding at 23 sites, where drains tested positive for smoke, found 4 catch basins connected to sewer.
  • Notified 312 residents whose properties had been identified as suspect sources for illicit sump pump or roof leader connections.  Field inspector visit 294 sites and is preparing report.
Phase 3 Sewer System Rehabilitation and Improvements ($2.15M) Complete
  • Cured-in-place pipe lining of 3,500 LF is complete on the main sewer interceptor in the City from the Plain Street Bridge to the Main Pumping Station on West Water St.  
  • 72 vented MH frames & covers have been replaced.
  • Ashland St. sewer and adjacent storm drain have been replaced.
  • 33 Drain lateral installations are complete for future sump pump removals.
  • Area G investigations are continuing.
Phase 4 Sewer System Rehabilitation and Improvements ($1.97M) 90% Complete
  • Second Street sewer was replaced in its entirety.
  • 10,500 linear feet of sewer has been lined.
  • Myrtle Street sewer was partially replaced and the reminder will be lined. Myrtle Place sewer has been replaced.
  • Creedway sewer and water main have been replaced.
  • 70 vented MH frames & covers have been replaced.
  • Bliss Street sewer has been extended to sewer all residents on Bliss via gravity service.
Cobb Brook ($1.8M)  G.Lopes Construction, Inc.  95% Complete
  • 100% or 750 feet of the 4-foot by 10-foot culvert has been installed.
  • Four combination sewer/ drain manholes have been eliminated on Winthrop Street.
Phase 5 SSES and Dean St Pump Station  (Design)
  • Phase 5 design is complete and bids were opened in April.  Contract award is pending.
  • Currently designing the upgrade to the Dean Street Pump Station. Construction will start this fall.
Phase 6 SSES and Industrial Park Pump Station  (Design)
  • Phase 6 SSES and Industrial Park Pump Station improvements are currently under design.  Design is  ~10% complete and will be finished for submittal to MADEP by October.
Environmental Impact Report
Report is ~95% complete.  

Winthrop St / Williams St / Davenport Terrace / Matthews Dr Sewer Projects
  • Prepared funding application and submitted it MADEP for their review and funding availability.
  • Design is underway (~25% complete).

Harris Street Water Pumping Station- Hazardous Waste Cleanup
  • In response to an Administrative Consent Order, prepared and submitted a Phase I Initial Site Investigation and Tier Classification for submittal to MADEP to address deficiencies in a previously filed Response Action Outcome (RAO) for a release of petroleum from two former underground storage tanks at the Harris Street Water Pumping Station.
  • Removed an Activity and Use Limitation (AUL) from the property deed that was part of the previously filed RAO.
  • Implemented a Supplemental Environmental Project to mitigate a $25,000 fine for violations of the AUL.
  • Finalizing the Release Abatement Measure (RAM) plan to complete the cleanup of the oil spill from the former underground storage tanks.
  • Will be implementing the RAM plan in June 2009.

Harris Street Water Pumping Station & Water Treatment Plant Regulatory Compliance
  • Finalizing Spill Prevention Control and Countermeasure (SPCC) plans for each facility to meet the requirements of EPA’s oil pollution regulations.
  • Provided employee training on implementing the SPCC plans in March 2009.
Baker Road – Hazardous Waste Cleanup
  • In order to avoid potential fines and under a MassDEP amnesty program, prepared and submitted a Phase I Initial Site Investigation and Tier Classification for submittal to MADEP for an along the Taunton River that was previously remediated by EPA.
  • Will be conducting further investigation in Summer 2009 to determine the extent lead in the groundwater in the area of the EPA cleanup.
DPW Facility, Ingell Street – Hazardous Waste Cleanup
  • Conducting annual sampling to meet requirements of Class C Response Action Outcome.
  • Preparing and filing of necessary reports to MassDEP to meet requirements of Class C Response Action Outcome.
  • Identified indoor air issues associated with products being used within the garage area.
  • In the process of completing an Immediate Response Action to meet MassDEP requirements.
Middleboro Ave Drainage
  • Design is 90% complete.  Construction will begin this fall.
Plain Street Road Reconstruction
  • Design is 85% complete.  Construction will begin this fall.
Airport Site Assessment
  • Investigate the feasibility of performing a site grading/reclamation project on a portion of the Taunton Airport property to allow for the future expansion of the airport facilities; the surplus gravel generated by the regrading would be sold by the City.

  • Removed 74.44 tons of debris creating 15,049 cubic feet of hydraulic capacity
  • Inspected 433 manholes
  • Responded to 264 calls from City residents
  • Cleared 7 blockages
  • Repaired 26 manholes
  • Completed 26 Emergency Sewer Repairs
  • Inspected and Approved 5 Sewer tie-ins
  • Removed 1,049,861 gpd Inflow and Infiltration (See below)

From July 1, 2008 – May 1, 2009, an estimated  1,049,861 gpd of inflow and infiltration has been removed.  This has resulted in a reduction in CSO intensity.
